How should Sweden act to maximise its impact as the EU’s research, innovation, and industrial policy system is reformed?
The EU is undergoing significant changes in how its common research, innovation, and industrial policy is designed. These reforms will shape how Europe builds technological leadership, attracts private investment, and accelerates the transition of research results to the market. How should the Swedish system be structured to make more effective use of the EU’s instruments?
The proposed European Competitiveness Fund (ECF), together with the next programme period of Horizon Europe, introduces far-reaching reforms that will influence Europe’s capacity to build technological strengths, mobilise private investment, and speed up the commercialisation of research outcomes. Altogether, these proposals represent approximately 20 per cent of the EU’s next long-term budget.
For Sweden, this development brings both challenges and opportunities. Our ability to benefit from EU instruments — and to shape their direction — depends largely on how well the national research, innovation, and industrial policy system is aligned with the EU’s new framework. Today, this alignment is not sufficiently effective.
To remain a leading nation while contributing to a stronger Europe, Sweden needs a shared understanding of how its national system must evolve.
